RESUMO

Over the past 3 decades, indigenous guardian programs (also known as indigenous rangers or watchmen) have emerged as an institution for indigenous governments to engage in collaborative environmental governance. Using a systematic review of peer-reviewed literature for research conducted in Australia, Canada, Aotearoa-New Zealand, and the United States, we sought to characterize the emergence of indigenous guardians in the literature and explore whether guardian approaches are representative of Indigenous approaches to environmental governance. Using a multistep relevance-screening method, we reviewed 83 articles published since 1995, that report on, critique, or comment on Indigenous guardians. Our findings indicated that most articles on the topic were published in the last decade (88%), focused on Australia (65%), and were in a social science discipline (53%). The lead author of the majority of articles was an academic, although only half of the articles included an indigenous scholar or member of an indigenous group or organization as a coauthor. Finally, 11 articles were on research of guardian programs that were locally led and only 5 exemplified indigenous governance, based on 2 well-known community-based monitoring typologies. Our findings indicate that more research is required to understand the implications of current guardian programs for indigenous self-determination, particularly when such programs are embedded in a broader western environmental governance structure.

Abstract The usage of aquatic plants represents an alternative in the treatment of residues originating from swine. In these systems, one of the N removal methods is the ammonium (NH4 +) uptake and volatilization of ammonia (NH3). In this way, the objective of this work was to evaluate the volatilization rates of NH3 in waste treatment systems swine fluids (SSF) with aquatic macrophytes, as well as the concentration of NH 4+ present in the swine fluids. The experiment was carried out at Campus II/UNOESTE. The treatment systems were composed of 16 boxes of PVC and characterized as: T1 = Control sample 50% of SSF/50% of water; T2 = 50% SSF/50% water + Eichhornia crassipes (Mart.) Solms; T3 = 50% SSF/50% water + Pistia stratiotes L.; T4 = 50% SSF/50% water + Salvinia auriculata Aubl. The design was randomized blocks, with 4 treatments and 4 replicates. The hydrogen potential (pH) and the NH4 + content of the effluent were analyzed weekly, and the volatilization of NH 3 by means of collectors installed in each treatment unit. The presence of aquatic macrophytes promoted the reduction of NH4+ concentration and of the pH values of swine fluids, and this resulted in the reduction of NH3 volatilization rates to the environment, with emphasis on the system with Eichhornia crassipes (Mart.) Solms, which presented the lowest rate of volatilization.

Conservation decisions increasingly involve multiple environmental and social objectives, which result in complex decision contexts with high potential for trade-offs. Improving social equity is one such objective that is often considered an enabler of successful outcomes and a virtuous ideal in itself. Despite its idealized importance in conservation policy, social equity is often highly simplified or ill-defined and is applied uncritically. What constitutes equitable outcomes and processes is highly normative and subject to ethical deliberation. Different ethical frameworks may lead to different conceptions of equity through alternative perspectives of what is good or right. This can lead to different and potentially conflicting equity objectives in practice. We promote a more transparent, nuanced, and pluralistic conceptualization of equity in conservation decision making that particularly recognizes where multidimensional equity objectives may conflict. To help identify and mitigate ethical conflicts and avoid cases of good intentions producing bad outcomes, we encourage a more analytical incorporation of equity into conservation decision making particularly during mechanistic integration of equity objectives. We recommend that in conservation planning motivations and objectives for equity be made explicit within the problem context, methods used to incorporate equity objectives be applied with respect to stated objectives, and, should objectives dictate, evaluation of equity outcomes and adaptation of strategies be employed during policy implementation.

RESUMO

An overarching challenge of natural resource management and biodiversity conservation is that relationships between people and nature are difficult to integrate into tools that can effectively guide decision making. Social-ecological vulnerability offers a valuable framework for identifying and understanding important social-ecological linkages, and the implications of dependencies and other feedback loops in the system. Unfortunately, its implementation at local scales has hitherto been limited due at least in part to the lack of operational tools for spatial representation of social-ecological vulnerability. We developed a method to map social-ecological vulnerability based on information on human-nature dependencies and ecosystem services at local scales. We applied our method to the small-scale fishery of Moorea, French Polynesia, by combining spatially explicit indicators of exposure, sensitivity, and adaptive capacity of both the resource (i.e., vulnerability of reef fish assemblages to fishing) and resource users (i.e., vulnerability of fishing households to the loss of fishing opportunity). Our results revealed that both social and ecological vulnerabilities varied considerably through space and highlighted areas where sources of vulnerability were high for both social and ecological subsystems (i.e., social-ecological vulnerability hotspots) and thus of high priority for management intervention. Our approach can be used to inform decisions about where biodiversity conservation strategies are likely to be more effective and how social impacts from policy decisions can be minimized. It provides a new perspective on human-nature linkages that can help guide sustainability management at local scales; delivers insights distinct from those provided by emphasis on a single vulnerability component (e.g., exposure); and demonstrates the feasibility and value of operationalizing the social-ecological vulnerability framework for policy, planning, and participatory management decisions.

Abstract Contaminated waters constitute health risks not only due to direct consumption, but also in recreational use. Risk analysis strategies aim to reduce the instances of contaminations and must include the population's perceptions and willingness to assume risks. A rapid and simple method was developed to evaluate the probability of use of recreational waters. Interviews were conducted in municipalities with different ecological conditions, in order to define the factors used by people to decide to use, or otherwise, river waters. After analyzing the results, the "Índice de Probabilidade de Uso Recreativo de Águas (I-PURA)" was elaborated and tested. The index was then employed at 26 river locations representing five of the nine hydrographic regions of Rio de Janeiro state. The frequency of use, water contamination and a Habitat Assessment Visual Index (IAH) was also measured. The I-PURA was correlated with the frequency of use. Furthermore, the I-PURA was not correlated with IAH, showing that user perceptions are different from purely ecological aspects. This tool offers useful information for risk assessment and environmental management. Sites with a high probability of use, or observed use, that are highly contaminated should be prioritized for interventions.

RESUMO

ABSTRACT: Sewage sludge has long been successfully used in the production of nursery plants; however, some restriction may apply due to its high pathogenic characteristics. The process of charring the organic waste significantly reduces that undesired component and may be as effective as the non-charred residue. The aim of this study was to evaluate the effect of sewage sludge biochar on the growth and morphological traits of eucalyptus ( Eucalyptus grandis L.) seedlings, and compare results with those observed when using uncharred sewage sludge. Treatments were arranged in a completely randomized design, in a 2 x 2 factorial scheme, with four replications. Charred and non-charred sewage sludge were tested with and without NPK addition. A control treatment was also evaluated. Ten weeks old eucalyptus seedlings were transferred to the pots and grew for eight weeks. Chlorophyll content, plant height and stem diameter were measured at 0, 30 and 60 days after transplant. Shoot and root biomass were measured after plant harvest. Dickson Quality Index was calculated to evaluate the overall quality of seedlings. Biochar was effective in improving the seedlings quality, and had similar effects as the non-charred waste. Therefore, sewage sludge biochar has the potential to improve the process of production of forest species seedlings and further reduce the environmental risks associated with the use of non-charred sewage sludge.

Stakeholders' nonmaterial desires, needs, and values often critically influence the success of conservation projects. These considerations are challenging to articulate and characterize, resulting in their limited uptake in management and policy. We devised an interview protocol designed to enhance understanding of cultural ecosystem services (CES). The protocol begins with discussion of ecosystem-related activities (e.g., recreation, hunting) and management and then addresses CES, prompting for values encompassing concepts identified in the Millennium Ecosystem Assessment (2005) and explored in other CES research. We piloted the protocol in Hawaii and British Columbia. In each location, we interviewed 30 individuals from diverse backgrounds. We analyzed results from the 2 locations to determine the effectiveness of the interview protocol in elucidating nonmaterial values. The qualitative and spatial components of the protocol helped characterize cultural, social, and ethical values associated with ecosystems in multiple ways. Maps and situational, or vignette-like, questions helped respondents articulate difficult-to-discuss values. Open-ended prompts allowed respondents to express a diversity of ecosystem-related values and proved sufficiently flexible for interviewees to communicate values for which the protocol did not explicitly probe. Finally, the results suggest that certain values, those mentioned frequently throughout the interview, are particularly salient for particular populations. The protocol can provide efficient, contextual, and place-based data on the importance of particular ecosystem attributes for human well-being. Qualitative data are complementary to quantitative and spatial assessments in the comprehensive representation of people's values pertaining to ecosystems, and this protocol may assist in incorporating values frequently overlooked in decision making processes.

The management of endangered species under climate change is a challenging and often controversial task that incorporates input from a variety of different environmental, economic, social, and political interests. Yet many listing and recovery decisions for endangered species unfold on an ad hoc basis without reference to decision-aiding approaches that can improve the quality of management choices. Unlike many treatments of this issue, which consider endangered species management a science-based problem, we suggest that a clear decision-making process is equally necessary. In the face of new threats due to climate change, managers' choices about endangered species require closely linked analyses and deliberations that identify key objectives and develop measurable attributes, generate and compare management alternatives, estimate expected consequences and key sources of uncertainty, and clarify trade-offs across different dimensions of value. Several recent cases of endangered species conservation decisions illustrate our proposed decision-focused approach, including Gulf of Maine Atlantic salmon (Salmo salar) recovery framework development, Cultus Lake sockeye salmon (Oncorhynchus nerka) management, and Upper Columbia River white sturgeon (Acipenser transmontanus) recovery planning. RESUMO

There are many barriers to using science to inform conservation policy and practice. Conservation scientists wishing to produce management-relevant science must balance this goal with the imperative of demonstrating novelty and rigor in their science. Decision makers seeking to make evidence-based decisions must balance a desire for knowledge with the need to act despite uncertainty. Generating science that will effectively inform management decisions requires that the production of information (the components of knowledge) be salient (relevant and timely), credible (authoritative, believable, and trusted), and legitimate (developed via a process that considers the values and perspectives of all relevant actors) in the eyes of both researchers and decision makers. We perceive 3 key challenges for those hoping to generate conservation science that achieves all 3 of these information characteristics. First, scientific and management audiences can have contrasting perceptions about the salience of research. Second, the pursuit of scientific credibility can come at the cost of salience and legitimacy in the eyes of decision makers, and, third, different actors can have conflicting views about what constitutes legitimate information. We highlight 4 institutional frameworks that can facilitate science that will inform management: boundary organizations (environmental organizations that span the boundary between science and management), research scientists embedded in resource management agencies, formal links between decision makers and scientists at research-focused institutions, and training programs for conservation professionals. Although these are not the only approaches to generating boundary-spanning science, nor are they mutually exclusive, they provide mechanisms for promoting communication, translation, and mediation across the knowledge-action boundary. We believe that despite the challenges, conservation science should strive to be a boundary science, which both advances scientific understanding and contributes to decision making.

RESUMO

Water flow management has significantly changed the natural dynamic of floods, which are responsible for the structure and dynamic of aquatic communities in river-floodplain systems. With the aim to elaborate a conceptual framework that describes the main ecological factors associated with zooplankton community structure in the Upper Paraná River, we investigated the mechanisms that regulate the communities structure and their response to inter-annual and hydro-sedimentological variations in the floodplain and the biological factors associated with species abundance in those communities. For this we conducted samplings every six months (potamophase in March and limnophase in September) to characterize intra and inter-annual variations in community structure between 2000 and 2008. The intra-annual differences on the species richness, abundance, Shannon diversity index, and evenness, were conducted using Bayesian procedures to show probabilistic predictions of the data fit to main variation sources. Non-metric multi-dimensional scaling (NMDS), multi-response permutation procedure (MRPP), and indicator species analysis (IndVal) were run to assess and characterize the seasonality of the community structure. During high water (potamophase), hydrologic connectivity favoured exchange and dispersal of species in some lakes, increasing local diversity; during low water (limnophase), higher local productivity favoured opportunistic taxa, increasing species dominance and decreasing local diversity. Food resources and density of small-size fish were biological factors associated with the seasonal dynamic of the zooplankton community; these factors were dependent on hydrosedimentological phase (potamophase or limnophase). Water levels and limnological modifications related to water flow management have promoted replacement and impoverishment of aquatic biota in affected lakes and have indicated the ecological importance of a natural dynamic flood, which displays regular flood pulses. The conceptual model presented encompassed interactions between diverse environmental variables to more understandable mechanisms of the main sources of community variation.

This work was carried out during one year in a fish pond to evaluate the effect of water quality in a plankton community according to the adopted management. High densities of Euglenophyceae, Chlorophyceae and Cyanobacteria were associated with high nitrate levels (1 to 210 mg.L-1). Cell densities of Cyanobacteria over 90 ind.m³ × 10³ (85.5%) occurred when nitrate concentrations approximated 210 mg.L-1, total phosphorus less than 160 mg.L-1 and temperature above 25 °C. High density of Rotifera was associated with high density of Cyanobacteria (December). Only Trichocerca sp. among the Rotifera species was constant in all sampled sites, whereas Diaphanosoma birgei, ranging between 4 and 342 ind.L-1 (0.7 and 2.4%) during the study period, was the most representative among the Cladocera species. Results show that water quality management in the fish pond had a direct influence on the plankton population due to the shallowness of the environment, large nutrient discharges through feed, fertilizing, fish waste. In fact, they contribute towards the appearance of undesirable plankton organisms.
